The province is one of the poorest in the Philippines. 70% of families in Northern Samar live below the poverty threshold. The majority of farmers are landless tenants. Only 1 in 10 children complete secondary education. Half of the population are serviced solely by a primary health worker with no modern medicine.

Landless tenant farmers have little incentive, or capital access, to invest in more productive technologies or sustainable natural resource management. Farming practices therefore lead to continual land degradation, which further perpetuates the problems.

Affordable credit appears to be the major bottleneck to the expansion of the province’s latent capacity.

Grameen Foundation Australia is engaged in implementing a large, holistic development program in the province of Northern Samar. This unique initiative comprises 27 individual projects and activities, designed to assist, educate and empower the people of the province, and to rebuild the community in which they live.
